According to The Sun, A new program aimed at assisting low-income residents is on the horizon, bringing the potential for $1,000 payments for eligible participants. The Guaranteed Income Program will benefit thousands of Americans who do not currently receive other forms of aid and are willing to engage in a financial literacy class.
Program Details and Funding
Contra Costa County staff are proposing an allocation of $4.5 million to fund direct payments as part of guaranteed income pilot programs across the county. If the Board of Supervisors approves the staff recommendations, approximately 250 residents in Contra Costa County will receive the $1,000 payments for a duration of 18 months.
Eligible recipients will include low-income residents of Contra Costa County who are not participating in other guaranteed income programs. Additional groups that could benefit from the program include youth transitioning out of foster care, individuals experiencing homelessness or unstable housing, residents re-entering the community after incarceration, and families with young children facing financial challenges.
County staff will present a detailed plan to the Board of Supervisors at an upcoming meeting for approval.
Similar Initiatives in Other Areas
In a related initiative, the City of Salem, Massachusetts, in collaboration with UpTogether, has launched a guaranteed income program called Uplift Salem. This program will provide selected participants with $500 monthly payments for one year, without any restrictions on how the funds can be spent.
The program aims to select 100 residents who will have the freedom to use the payments as they see fit. However, each recipient will undergo evaluation by two faculty members from Salem State University, according to program statements.

Applications for Uplift Salem opened on October 28, and residents have a two-week window to apply or until 350 eligible applications are received, whichever comes first. Salem Mayor Dominick Pangallo emphasized the city’s commitment to affordability, stating:
“We want Salem to be an affordable place for everyone, and a guaranteed income program offers an innovative approach to help achieve that goal.”
Eligibility Criteria for Uplift Salem
To qualify for the Uplift Salem program, residents must meet two main criteria:
- Participants must reside in Salem, Massachusetts, which includes unhoused individuals who spend the majority of their time in the city.
- Their household income must be at or below 100% of the federal poverty level, based on household size.
Selection will occur randomly from the pool of eligible applicants.

Guaranteed income programs are similar to universal basic income (UBI) initiatives, providing individuals with regular fixed incomes. These programs can be funded through public funds or government sources and aim to reduce poverty.
