The San Mateo Police Department has arrested a 29-year-old man, Carlos Utan, for allegedly vandalizing several cars along South Fremont Street on October 7.
Officers responded to multiple reports of a male suspect damaging vehicles in the area. Witnesses described seeing Utan breaking mirrors and windshields of parked cars with a stick.
